The two sets of requirements for Victorian nomination for the subclass 190 visa in 2026-27: Victoria's EOI and ROI process, the Australian Government's 12 criteria, points, cost and processing priorities.
Victoria nominates skilled professionals for the subclass 190 and subclass 491 visas through the Victorian Skilled Visa Nomination Program. Two steps come before any visa application:
Victoria then ranks every ROI using the Victorian Points Test (VPT) and invites the highest totals in each invitation round. To be considered you must meet both the Australian Government's visa eligibility requirements and Victoria's own nomination requirements.
What the 2026-27 program says today: "The 2026โ27 program will open soon for Registrations of Interest (ROIs). Eligibility criteria and further details will be published when the program opens." Until it opens, no one โ including us โ can quote Victorian eligibility criteria that have not been published.
Victoria offers state nomination to skilled professionals living in Victoria or overseas. The VPT and the same priority industries are used for both visas.
Victoria publishes 101 priority occupations across four priority industries โ Healthcare, Social assistance, Education and Construction. ROIs in each priority industry or industry subgroup are ranked against each other, so they are invited in a separate stream from the most competitive pool. The full list with ANZSCO codes is on the Victoria 190 occupation list page.
These are the twelve criteria the Department of Home Affairs lists for the Skilled Nominated visa (subclass 190). All of them apply in addition to Victorian nomination.
You can only apply if you are invited. You submit an EOI, and you are invited only if a state or territory government nominates you.
You must be nominated by an Australian state or territory government agency. Agencies see your completed EOI and apply their own criteria. If the agency withdraws your nomination after you have applied, your application becomes invalid.
For a valid application you must declare a suitable skills assessment at the time of invitation, and provide a copy with the application. It must have been obtained in the three years before the date of invitation (or, if it was for a shorter period, that period must not have passed). A suitable skills assessment obtained within the 60-day invitation period is also accepted, following Thapa v Minister for Immigration, Citizenship, Migrant Services and Multicultural Affairs [2021] FCCA 686. For medical and legal practitioners, full or unconditional medical registration with AHPRA (or conditional specialist registration with no further training or supervision required) and admission to practise law in the relevant state or territory are also accepted.
You must be aged under 45 when you are invited to apply. Turning 45 after the invitation does not disqualify you; turning 45 after you submit your EOI but before an invitation means you will not be invited.
Subclass 190 is points-tested. If your indicative SkillSelect score is under 65 you will not be invited. Your invitation will state the number of points you must score when the application is assessed โ this can be higher than 65, depending on the claims in your EOI โ and you must provide evidence for every claim you make.
At the time of invitation you must have at least Competent English. On the federal points test, Competent English scores 0 points, Proficient 10 and Superior 20. Test thresholds changed on 7 August 2025, so check which table applies to your test date โ see PTE vs IELTS for Australian PR for the current PTE Academic numbers.
Your occupation must be on the relevant list of eligible skilled occupations for the 190 visa. This is a different list from Victoria's priority occupations โ the occupation list page explains the difference.
You and any family who apply with you must meet the health requirement. Family members not accompanying you may also be asked to meet it.
You and family members aged 16 and over applying with you must meet the character requirement. Family members not accompanying you must also meet it.
If you or any family member (including those not applying with you) owe the Australian Government money, it must be repaid or a repayment arrangement in place.
If you are 18 or older you must have read (or had explained) Life in Australia and sign an Australian Values Statement confirming you will respect the Australian way of life and obey Australian laws.
You must hold a substantive visa, or a Bridging visa A, B or C. If you currently hold, or last held, a Skilled Work Regional (subclass 491) or Skilled Employer Sponsored Regional (subclass 494) visa, you must have held it for at least three years at the time you apply.
The VPT is Victoria's ranking score, not a visa requirement. It is built from seven weighted factors โ age, English language, years of experience in the nominated occupation, education, occupation skill level, partner's skill and annual earnings from current skilled employment in Victoria โ and it has no pass mark. ROIs with the highest totals are invited, both across all eligible occupations and within each priority industry.
Score yours in about a minute, including whether your occupation is on Victoria's priority list.
All seven factors, the official 2026-27 tables, the 101 priority occupations and the PTE score behind each English band.
Open the VPT calculatorSee the occupation listThere is no Victorian pass mark. The VPT has no fixed pass mark and invitations go to the highest totals in the pool at each round. What is fixed is the federal side: at least 65 points on the SkillSelect points test, including the 5 points for state nomination, and your invitation may require a higher score than 65 based on the claims in your EOI.
Yes. Victoria offers state nomination to skilled professionals living in Victoria or overseas. The 190 visa itself requires at least Competent English and, if you are in Australia when you apply, that you hold a substantive visa or a Bridging visa A, B or C.
No. Applicants in all eligible occupations can submit an ROI and are ranked in the most competitive pool. Priority-industry occupations are also ranked within their own industry, which gives them a second route to invitation.
No. A nomination makes you eligible to be invited, and you must still satisfy every Australian Government criterion โ age, points, skills assessment, English, health, character and the rest โ when your application is assessed.
The Department states that if the nominating agency withdraws your nomination after you have applied, your application becomes invalid.
